Question about Root Lock

I have been reading some of Monte Hueftle's archived blog posts and I'm wondering about root lock. I think I understand what it is (just watched an informative video on YouTube) but he doesn't say how often to do it, when to do it, how long to hold it, etc. Also I don't think I've ever seen anyone else mention it here. Do any of you use it? If so, what is your practice like?
